If the Constitution was anything more than a nice looking piece of paper the BLM would be re-located to the dust-bin of history.

Yeah, the Founding Fathers were all about the Federal Government controlling enormous swaths of land. That was exactly what they had in mind.

They were only there to manage the lands until they could disperse them under the Homestead Act. The same Homestead Act that Congress ended in the early 1970's.

You are sooo correct.
I would add the U.S. Forest Service as well. All lands managed by the federal government should be returned to state management.
And I say this as a state land lease holder, which I manage as if it was my own private property; in other words, it is managed better than if under government control...state or fed.
