If you compare landscapes....2019 to 1930s (the hobo era)...it is becoming very identical.
But a lot of this modern problem revolves around mental patients having no facility to hold them....guys getting out of prison and back onto drugs quickly...evolving meth, opioid crisis, and heroin coming back....then finally so many deep into debt with no potential to ever come back.

like most major US cites, Austin has a 'homeless' problem - it's just that the city passed an ordinance that encourages camping in public spaces. Until you can get the drug and alcohol problem under control, this will never change. Compere the fetid squalor of today's 'camps' to those of the 1930s - a time of true poverty....
