Even if it does match, doesn't mean the child wasn't kidnapped.

Would definitely be a good start though, DNA testing on the spot. A match would still require additional research (since many of these people are "undocumented").

Personally, as a retired LEO who worked in what TV calls “SVU”, I believe that children who are brought to the USA by NON-family members should be turned over to Child Protective Services to determine if they have been kidnapped, “trafficked”, molested and/or IF they should be returned to parents/lawful guardians.
(I’ve seen FAR too many children who were molested/trafficked/abused/murdered by PREDATORS to believe that any “non-familial” person should EVER get the child back W/O documented PROOF that the child is in their LAWFUL custody.)

Agreed. Genetic relationship does not prove they are not kidnapped.
