And even then you have the Speaker of the House and the President Pro Temp of the Senate before the Secretary of State.

It could be one of those cases it’s not one of those emergencies yet. Maybe the want the VP at the White House in case SHTF somewhere else in the world or maybe in the United States.

I remember Haig took a load of grief for this. But I don't remember why.

ULtimately VPs go to funerals, but more directly, a passing supreme court justice would be a very big deal.
