Shouldn’t that read “NEW CONSTRUCTION SURGERY”?
After all, there was never a pecker there to begin with. When we start construction on an empty lot we call it “new construction”.
If we have to repair/rebuild an EXISTING structure, I guess we could call that “reconstruction”.
