What obligation does another country have to abide by sanctions imposed by the U.S. government?

The U.S. has an official embargo on the import of Russian oil and natural gas. And yet Massachusetts recently completed construction of a massive LNG terminal that was built so they could import Russian gas instead of allowing the construction of pipelines to deliver AMERICAN gas from the Marcellus Shale region of Pennsylvania.

Massachusetts circumvents the Russian embargo with the help of a French intermediary. You can be sure John Kerry is paid handsomely to facilitate this idiocy.

If the EU wants the mullahs, then it can dissolve NATO and pay for its own damn welfare state.
