An ‘impeachable offense” is anything the Congress says it is, as long as they have the votes. And they don’t.
Just blowing smoke.
Actually the Constitution has established "high crimes" (plural) and misdemeanors (again, plural). The impeachment done for otherwise, even though it is a political process, may be able to be appealed to SCOTUS. Civil courts might also get busy with people getting sued since this is not a criminal process.
