I don’t think that was the case, due to the timing of the report after Barr’s confirmation. You’re being too kind to him.
It was more like Mueller was going to ride the fake investigation right through the 2020 election...until, hopefully for them, Hillary would re-install Lynch as AG, and simply make all the spying and other illegal activities against Trump simply ‘go away’. The reasons for that plan were as follows -
1. As long as Mueller was ‘investigating’, they could tie up the evidence related to their own spying on Trump, as it the evidence was needed for Mueller and ‘collusion’ investigation would risk being compromised if the evidence started being used by others. That also was the ‘Insurance Policy’ that Stroke/Page was texting about.
2. Having ‘collusion’ hanging over the 2020 election obviously would help Hillary in her rematch against Trump.
3. Rosenstein had his own skin to save, so he was not going to speed up Mueller, and now he’s gotten a bit friendlier to our side, hoping like hell to keep out of jail
4. Mueller also had his own skin to save, but I doubt he gets nailed in the end.
Those are why Mueller wasn’t going anywhere without a shove. It’s clear to me that it went something like this when Barr arrived on the scene -
BARR - Ok boys and girls, show me what you have on Collusion
MUELLER’s BUNCH - Well, nothing there, but if you go back 35 years, you’ll see that Trump once stepped into the Lady’s Room at Trump Tower, while it was under construction. While we have no evidence yet, he may have planted a camera in there, so we’re investigating that possibility now.
BARR - Thank you, the final report is due in 3 weeks.

This letter is like a cold splash of water to wake someone from unconsciousness. Unfortunately it doesn’t work on zombies.
I think Mueller kept this going hoping to find a way to hang obstruction on Trump. Keep hammering at Trump long enough and just maybe he would tire and find a way to fire Mueller. The guy is pure slime.
That would have been icing on the cake, but the real goal, once collusion was out, was for them to keep out of jail.
After all of this I am a little surprised that they were not able to make something up to charge Trump with that would stick and was not full of holes.
But then again they are used to dealing with milquetoast Republicans who don’t fight back.
This is why I do not believe Mueller will testify before the Senate committee about his report and subsequent letter to Barr. The Dems will want him to somehow say that Barr lied but the real meat will be the Republicans getting an opportunity to challenge his report in light of the Flood letter. I doubt Mueller wants to be exposed and answer those questions.
Mueller knew there was no collusion. If he lies about that he goes to jail. If he confirms it he interfered with the 2018 election. He is in a box.

Mueller is not a good man. He was a deep state activist that just could not find any facts.NO PROSECUTOR EXONERATES!! Juries exonerate!! He charges or does not charge. He conflagrated a Jury function into HIS function. Despicable!!
If Mueller testifies, he will repeatedly perjure himself or truthfully expose that the 2018 election was illegitimate and should be redone as it was based on the false cloud of an investigation on our President !! When the basis for that investigation was a LIE.
