California gas price spike result of 'mystery' surcharge?

On Tuesday, Newsom asked Opens a New Window. the California Energy Commission to investigate why the state’s gasoline prices are so much higher than the rest of the country, citing independent analysis that suggests there could be an “unaccounted-for price differential” resulting from “inappropriate industry practices.”

The committee confirmed to FOX Business it would begin the assessment immediately, and provide results by the May deadline.

As of Wednesday, the average gas price in the state was about $4.03 per gallon, while the national average was $2.86 per gallon, according to AAA. However prices in some cities, like San Francisco, were even higher – at $4.10. Those are the highest prices California has seen since 2014. Prices have risen around 68 cents per gallon over the course of a month.

Newsom's concerns appears to refer to analysis conducted by University of California Berkeley professor and former chair of the California Energy Commission’s Petroleum Market Advisory Committee, Severin Borenstein, who found there is a “mystery surcharge” for California drivers that cannot be explained by higher taxes – among the highest in the country – and producer costs.

“In the past few years, the price gap with other states has jumped much more than costs and taxes can explain,” Severin wrote in an October blog post.

Newsom should fix this by declaring price controls on gasoline. That'll fix it.

If I were in the gasoline business in California, I would be building in a considerable amount of price in order to account for risk of future state government intervention.

If there is a possibility that the State of California may come along one day soon and promulgate regulations that destroy your business or destroy the value of your production facilities or infrastructure, you have to make more profit on the short term to set aside money to deal with those eventualities.

Our overlords at the AQMD, the air quality management district, restrict us to using certain gasoline blends that no one else uses.

Being specialty blends they are higher priced. And when one of the few refineries willing to make this stuff goes offline then the price spikes even higher.

I’ve heard that the floods in the midwest disrupted the ethanol supply that goes into our gasoline. But there may be other factors.

Oh yes they can! CA’s environmental wackos decree formulations that are unique to CA. Big demand and restricted supply, which of course means evil capitalism. /s

You are correct, price controls will be the answer, resulting in more restricted supply. Better prices but no gas available, except for the illegals.

One time, the state mandated some additive that caused more pollution than any given blend without it.

Tax breakdown:

Federal excise tax — 18 cents
State excise tax — 42 cents
State and local sales tax — 8 cents
State underground storage tank fee — 2 cents
Additional costs for compliance under Cap & Trade, as well as the Low Carbon Fuels Standard — 28 cents
Total — 98 cents

“mystery” 28 cent tax that no one can explain brings taxes to $1.26.

The ‘cap & trade’ globull warming is 28 cents (!) a gallon.

We travel back and forth between the Bay Area and Gardnerville,NV (which is barely in Nevada). Gas prices in Gardnerville are about a dollar less than in the Bay Area today, and if I had to guess, the gasoline in that part of Nevada comes from the Bay Area refineries.

Well, that new surcharge and the "boutique" blend used only in California accounts for most of the price difference. Maybe the EPA should impose a single national blend of gasoline to save a lot a money.

California has added quite a lot of additional tax to gasoline that other states have not.

California demands “blends” of gasoline for different seasons because environment and air quality that other states do not.

California drives gas prices up on its citizens, and if the rhetoric of the left is paid attention to, that is 100% on purpose.

So, this politician that’s pretending to be confused or concerned is both an idiot and a liar.
