There were actually two people who were charged with violating the Logan Act. One in 1803, Francis Flournoy, and the 2nd in 1852, Jonas Phillips Levy. Neither were convicted. Others who have been accused of violating the Logan Act were Senators, Sparkman, McGovern, and Congressman Jim Wright when he was Speaker of the House. In addition, private citizen Jesse Jackson. None were ever even indicted.
