I’m starting to see a pattern in these New York parole proceedings. I think they’re letting these people out of prison right around the time they reach the 65-70 age range ... because they don’t want the state to cover their health care costs in their old age.

Actually, "geriatric parole" as it is called is increasing nationwide. Prisons are packed with "lifers" over the age of 65, many in ill health, and they cost a fortune to care for. Texas quietly released dozens of elderly lifers last year with as little publicity as possible.
It's all about the money. And authorities calculate the risk that 70-year old criminals probably don't have much fire burning in them to go rob banks. Let their kids take care of 'em. Free up a cell for someone younger.
Medical parole is a whole different category. "Geriatric parole" means nothing more than being released because you're old.
