I don't believe Trump is "trolling" anyone.

I believe Pres. Trump recognizes the need to celebrate the one, "who one was lost but now is found..." and honors the achievement in Tiger's comeback - period! IMHO

I thought so too, until I checked out the list of past recipients. As of January, 2017 there were 582 recipients. Check out the list. Seems to me Tiger will be among (many of) his peers:

My only question is: has the Council approved? Probably a mere formality but some will undoubtedly jump on the story if it didn’t.

You mean recipients such as Sidney Poitier, Barbara Mikulski, Robert de Niro, Alvin Ailey, Barbra Streisand, Bruce Springstein, Ben Bradlee, Oprah Winfrey, Cesar Chavez, the Reverend Jesse Jackson, Harvey Milk et al.? Such a distinguished list. At least Donald awarded one posthumously to Elvis Presley. Professional golfers include Jack, Arnie, and of course Obama had to give one to Charlie Sifford just because he was a negro.

followed by President Ronald Reagan with 102 Medal recipients.

Look up the very extensive list of Medal of Freedom winners. Quite a few under sports including the names of Roger Staubach, Billie Jean King, Arnold Palmer, Kareem Abdul-Jabbar, Curt Schilling, and Richard Petty - among many, many others.

Basically, the award is handed out like a Double Whopper at the Burger King Drive Through.
