Bradley Manning didn’t announce his re-gendering until just before the court-martial as I recall. So, historically, Bradley Manning was a he until the very moment when he decided to become a she and announced to the world that her name was now Chelsey.
Prior to the announcement, Manning functioned as a male and it is entirely appropriate to refer to “him” when speaking of that time period. Once the announcement was made, then respect for the wishes of the newly minted, fragile Chelsey Manning personality requires use of “she” going forward from that point.
So, as stated at the beginning, use historically appropriate name and gender pronouns (e.g., Bradley and him) when referring to the period before the announcement of a person’s transition and the current name and requested gender pronouns (e.g., Chelsey and her) from the time afterward. Admittedly, this would get a little awkward because, in the interest of proper usage and accuracy, you now must closely interrogate each transsexual person you interact with on the precise point in their life when they decided the gender corresponding to their biological sex was a mistake and they announced their intention to transition.
Of course, it can also get a little ackward when writing, say, a flash back:
“Try as she might, Chelsey could not remember the precise moment when Bradly decided to betray his country.”
Out of context, the unenlightened, the “unwoke” reader might make the now unforgivable mistake of thinking two separate persons were being written about.
It is even worse, for the non-binaries want to use “their,” “they” and “them” as singular personal pronouns. And if you were writing of a transsexual who subsequently decided they were really non-binary... well, the sentence above would then be rendered:
“Try as they might, Chelsey could not remember the precise moment when Bradly decided to betray their country.”
(Now we have a treasonous but memory-challenged couple. Or do we?)
However, I recommend drawing the line when one of the enlightened ones decides to draft you, the CIS male and CIS female, into the farce by using supposedly gender neutral made up third person pronouns when referring to you.
Be polite but just as aggressive as they are in insisting that only the gender-appropriate male and female pronouns be used in referring to you. And do not hesitate to threaten to report them to corporate HR or to the authorities (community HR commission or police) if they do not immediately respect your wishes.
Persist and do not heed their appeals for commity and accommodation. They certainly wouldn’t listen to yours if the situation were reversed.

What it the matter with what he said? These people are time-challenged. Manning, while in the Army, was a ‘he’. Case closed.
