I’m surprised anything works in Philly, whether it is run by whites, blacks, reds, pinks, or green-eyed Martians (well, if the Martians got to Philly, then they are technologically smarter than Philadelphians but dumb to land there of all places.

I have never been impressed with the quality of the Blacks I deal with that have any Govt. position.
Chicago doesn’t seem to have any trouble hiring Black people for city jobs.
I can’t believe the figure was only 25%, but then again, the government is forcing private companies to take on their share of “diversity hires”. I suspect the current figure is much higher now because in my limited experience, companies are just hiring Hispanics and Asians instead of blacks. No lawsuits, and smaller shoulder chips...
Hispanic males are quietly being dropped from the “preferred victims” lists for police department hires here in NJ because they score well on their own, and basically take most of the slots said aside for blacks and women (including white women).
When that Amazon deal fell apart in NYC, NJ - where the media pretended Newark was in the running until the final announcement - begged them to re-consider. T-Bone Spartacus was actually on TV publicly stating that Newark had a trained, educated workforce awaiting those jobs; and he (to his credit) kept a straight face. It was beyond absurd.
