“The threshold I.Q. level for a diagnosis of mental retardation has been progressively lowered over the years, in part because of awareness of the damaging social prejudice suffered by those labeled “retarded.” In 1959, the American Association on Mental Deficiency set 85 as the I.Q. below which a person was considered to be retarded.In 1992, the renamed American Association on Mental Retardation lowered the mental retardation “ceiling” to an I.Q. of 70-75,but many mental health specialists argue that people with I.Q.s of up to 80 may also have mental retardation. Flexibility in the I.Q. standard is important because tests given at different times may show slight variations due to differences in the tests and because of testing error — the standard error measurement on I.Q. tests is generally three to five points.”

To your second point -

There is no such thing as “overqualified” for a job. Either you meet the parameters established (and hopefully exceed them) or you do not. This “overqualified” thing only comes up in the minds of the prospective employer, who is afraid that once the “overqualified” candidate is hired, it shall be only a short while until the “overqualified” person moves on to a higher and better-paying position that provides more job satisfaction.

If the employer cannot provide the better pay, sometimes providing more in the form of job satisfaction is enough to retain the very good employee. Or the employer could offer more pay, based on current performance. The job market is much more competitive now than it was at one time in the very recent past.

Jobs that go unfilled due to administrative limitations on “targeted” hiring are a double burden on the whole employment picture. There ARE many potential candidates that are not considered because the “qualifications” are drawn much too narrowly, and having to do with factors that have no relevance to the task to be performed.

Meritocracy has its virtues.

Back President Trump’s effort to make certain the census form contains the citizenship question in it and no reference to race. But to the country of where the respondent is a citizen of if not an American citizen.

They prohibit any reference to race when they conduct a census or issue any means of identification, Where a photo id is not available physical description is needed skin color yes but not by race but by nationality..

By doing this Mexico has avoided “balkanizing”, creating fractional disputes in areas where a given group in one of its states is a majority or a minority. Plus it could play a significant part in shutting down the political playing off racial divisions between Americans by the Democrats.

I worked with a group of people screening 400 resumes to fill 7 open software development positions. Even after all of that scrutiny, one of the 7 was an incredible BS artist who couldn't code his way out of a paper bag. Fortunately, that failing was detected and corrected within 2 days.

One of my wife's co-workers (police dispatcher) is taking a position with the city just south. Now, it's a search for a candidate that can pass all the background and drug tests and has the aptitude to become a dispatcher in 15 weeks. The washout rate is pretty high.

When I was studying psychology in college, one of my courses was related to genetics and psychology. Intelligence is largely a heritable characteristic. In identical twin studies, the exception for nominally same IQ of identical twins was always traceable to low birth weight (shared placenta, lighter twin got poorer blood supply) or some kind of disease or accident that damaged the poorer performer. Even when raised apart in a rich/poor adopted out scenario, the poorer performer could be trained to "catch up" with the better performing twin.

In the context of what was known during my college years, the IQ test had a +/-5% repeatability over the lifetime of an individual.

In the current time, there is some evidence that "neural plasticity" can be trained and improved. The BrainHQ program has demonstrated success.

Working on the assumption that the ability to perform a given job has a minimum IQ floor, the higher that threshold, the fewer candidates you will have to fill the position. When you overlay the IQ spread of populations, it explains the number persons from that group that are capable of meeting the minimum. Just because a certain group represents X% of the general population is not a valid reason why that group has the same X% of candidates meeting the IQ minimum to do that job. That might be achieved if the pool of candidates is much greater than the available number of position i.e. 20 positions and 5,000 applicants.

As a retired Officer’s wife they do and some people excel in training as recruits and pass.I have been to many a ceremony.My fav is when #3 son graduated and we had lot’s of little girl grandchildren and they were doing cheers as the guys did their dirlls for the families.So cute.
