These three were the lowest level dealer. They were probably ratted out by the cartel protecting their own distribution. The police just helped the cartel remain in control.

It seems to me that for second offense, perp gets five years in the slammer. Subsequent offenses, ten years, no parole or suspended sentence in either case.

The real problem in Utah is the huge number of returned LDS missionaries from Latin America. These people would rather sell out the US Constitution and the rule of law rather that enforce it against people they have sympathy with, thereby selling out their own faith in the process.
