“Advisory capacity” yeah, as in I advise you do this and, if you don’t, you’ll get what’s coming to you. Unsaid, but understood.

Total bullcrap. The FBI doesn’t do anything in a case without the permission of the local US Attorney. The average city cop has far more discretionary power as to whether or not to make an arrest and forward a case than any FBI agent.

It’s a source of levity among state and local agencies.
