Total bullcrap. The FBI doesn’t do anything in a case without the permission of the local US Attorney. The average city cop has far more discretionary power as to whether or not to make an arrest and forward a case than any FBI agent.
It’s a source of levity among state and local agencies.

It’s just a coincidence that Strzok and Page hated Trump and vowed they would stop him.
Like Comey pointing at Lynch, they were all in on it. It was a Presidental Coup attempt.
Comey, Strzok, and Yates were operating under the belief that their actions would remain Classified and sealed for 15 years.
Rosenstein / Comey let Sessions know he was compromised. Huber is a Fraud cooked up to prevent any real Investigation.
