The H-2B Visa is for non-agriculture, seasonal workers, primarily in the tourist/hospitality industry. Many of these people work at resorts as waitstaff, hosts and hostesses, cooks, housekeeping, and other highly visible positions that interact with the guests. In my experience, many of these positions are filled by people from Eastern Europe, and to a lesser extent, Ireland, the UK, Spain, and Portugal. They are generally educated, fluent in English, well-groomed, and well-behaved, and they often take these jobs, not for the money, but for the cultural experience. The last people that a resort owner wants in these positions are uneducated, illiterate, unreliable, and occasionally hygienically challenged welfare queens and homeless people interacting with guests who are paying thousands of dollars for a resort vacation. As for high school grads and part-time moms, there are not enough of them who are willing to take a temporary, seasonal position that requires long hours of hard work for low pay at a location that is often many miles from home and family. Indeed, many of these seasonal H-2B workers are provided room and board in a dormitory-like setting on or near the resort that is part of the compensation package.

The US has a long history of foreign workers coming here for seasonal employment, then going home. From farm labor to circus labors and performers to hospitality workers and on and on. It is only new to the ignorant.

We now have the equivalent of the population of Portland, Maine; or Pawtucket, Rhode Island; or Greenwich, Mass. jumping the border every month.
You are either incredibly stupid or naive. They are not "invaders." Rather, they legally enter the country to work on a seasonal basis. The employer generally provides room and board, often in a dormitory/hostel type facility, the value of which is part of the worker's compensation. And unlike American workers, who can collect unemployment when laid off at the end of the season and may sue their employer for discrimination (I was laid -off because I am [insert victim of the day]), H-2B workers have no rights once their seasonal employment --and visa -- comes to an end.
As I previously stated, many of these foreign workers apply for this work, not for the money, but for the cultural experience of living and working in the USA. Many are college students or gap year students. Most are healthy, educated, reliable, speak fluent English, and come from middle-class to upper middle class families. They take these jobs, not for the money, but for the experience.
As to why Americans don't take these jobs, the answer is that many do, but there is not enough of them to meet the demand for a variety of reasons. For example, in the Northeast, where resorts and summer camps rely heavily upon H-2B workers, the resort season may run from Memorial Day Weekend to through Labor Day or perhaps Columbus Day. Many college students, however, return to college in Mid-August, which would leave the seasonal employer short-handed for the remainder of the season. Summer camps usually run July through August, but many college students want to start making money when the semester ends in April or May, before the summer camp season starts, and many have to return to college before the summer camp season ends.
And please do not suggest using welfare recipients and the homeless to fill these positions. First and foremost, these are businesses and the last thing a business owner wants is to fill highly visible positions with people who have never worked a real job in their lives and come from families who have been unemployed and on welfare for generations. Thanks, but no thanks.
