So there were two investigations going on...this one and then Mueller’s of which Trump was not the target.
Since the Deep State doesn’t need actual evidence for arrests and prosecutions, Trump should “Roger Stone” all eight gang members (and any of their staff who could have been aware of McCabe’s activities).
When they told Trump he was not the "target", they were not lying - not exactly, anyway.
You become a "target" when the prosecutor is ready to present evidence to a grand jury and ask them for an indictment. At that point, the government has to send you a "target letter", to notify you and your lawyer that you are about to be indicted and/or arrested.
What Trump is, what he has always been, is the "subject" of the investigation.
I have been a Federal grand jury "subject", and let me tell you, when you are one, every waking moment becomes about not turning into a "target".
Since Justice Department policy says Trump can't be indicted, I suppose it's technically correct to say that he hasn't been, and won't become, the "target".
