The design is excellent, because it is economical and effective. That flat plate welded at top of steel columns makes it impossible to climb over without a tall ladder. And if you manage to ladder it to the top of the fence, to jump down will break something in your bones.

My objection to this design is that it seems too easily removable by some future pol.
I do expect that it will be a fairly effective barrier functionally.

and make your ladder on the wall. Easy Peazy.
