Looks like a construction project of a tall steel slatted fence in progress somewhere on the border.

San Diego/Tijuana Primary Barrier near the Prototypes (Eastern Flank)

Starting this month (Feb), a second, taller (30 foot) bollard barrier begins construction 150 feet behind this new one. The enforcement zone (no man's land) between the barriers will have high speed patrol road for Border Patrol response, be lighted at night, under 24 hour video surveillance, and be alarmed with hidden sensors (essentially 100% detection). San Diego's border will be effectively closed by Christmas.

It’s called weathering steel or CorTen. Controlled surface rusting to create a protective tube coat. Used on bridges and marine environments. Really effective in arid climates.

That is a special steel. The oxidation layer is very thin and hard and protects the rest of the structure. Does not need painting. Many highway bridges are made out of it.

20 miles of new bollards completed, heading West from El Paso, TX
Four miles completed in downtown El Paso, TX.
West side of the Calexico, CA Port of Entry complete (East side starts in April). This segment led the Nation in attacks on Border Patrol officers - after the new bollards, it is quiet.
14 new segments have just been awarded in the last few months - 2019 will be a lot busier than last year.
New construction is scheduled to begin this month (Feb 2019) in several locations.

Jim, you are so right calling it pre-rusted steel. It is probably CORTEN, by U.S. STEEL. They were the first to fabricate what is now commonly called weathered steel. Others such as MARY-R came later.
