Interesting. Blacks amount to about a third of the population and have a welfare rate of nearly 50%. The town doesn't strike me as exactly a gay friendly place. This guy must have been an indefatigable wire puller to get where he is, which is not much. Gary is a sad basket case city , a small version of Chicago or Cleveland.
