Moving from visions to concrete defense projects has always been difficult because of the nations' diverging philosophies: The French are more likely to opt for intervention, while the Germans are very reluctant on the military stage. That should improve, however, as Germany and France have pledged assistance — including military assistance — "in the event of an armed attack" on one of the two countries.

Russia, maybe? No, that's not it. Russia would have to go through Belarus or the Ukraine first, and then through Poland. That's too tough, especially the Poland part.
I'll bet France and Germany are arming up against the Duchy of Grand Fenwick. Every 50 years or so the Fenwickian army gets a little rambunctious.

They have invited their external enemies in to take over but avoid all the dirty and bloody unpleasantness of a fighting war. It makes little sense for them to talk of mutual defense now, when the enemy is already dispersed throughout their countries.

Exactly; France and Germany have seen their last conventional war. At this point, the foreigners inside their borders would resist any deployments in the Third World (not just for themselves, but for their adopted - invaded - countries).
