Mika Brzezinski framed it as a "worry," but her statement can also be seen as giving advice [unintentionally, one would hope] to America's enemies, encouraging them to seize the current moment to act against us.
On today's Morning Joe, Jeffrey Goldberg of The Atlantic imagined America's adversaries being confused by Trump's unpredictable behavior.

When you say 180 degrees she just thinks you are talking about global warming.
She never worried a bit that we looked weak when Obama cut our defense spending, gave billions to our adversaries, instituted insane rules of engagement, gave China a free pass to make the South China Sea into a Chinese lake, instead of international waters, forced the Armed Services to accept gender disphoric people as recruits. And much, much more.
Should have done it under either Carter or 0nama; they lost their chance. Well under Clinton we did have 9/11 that they partially blamed on Bush although it was five years in the making under Clinton.

Who knows what disphoric means? Just call them gender confused and there will be no questions as to meaning.
Our enemies are confused, supposedly, by an “unpredictable” president.
“Unpredictable” as in refusing to surrender the USA.
But don’t we want our enemies to be unable to predict our moves?
