Logically, not possible.
If Germany is a power of sorts, and France can’t be classified as any kind of power, and they merge, you get a very weakened merger.
Sort of like what happened with the Sears/Kmart merger. One took down the other, where the other was not doing well to begin with.

Superpower? Puleeze!
Germany has practically no flyable fighters, France has an aging fleet, neither has long-range bombers.
Between them they may have maybe a dozen frigates, and really no other viable capital war ships.
Germany has about 60,000 ground troops (maybe 8 brigades?), France, for its credit has about twice that.
I'm sorry, that in no way, shape, or form constitutes a "superpower".

I give Petain a bit of a pass.
At the time, he knew France had no chance to win, so he figured he’d do the best he could, he was an anti-Bolshevik, and he did buy into the Nazi Propaganda about fighting against Bolshevism. But he was incredibly naïve about the Nazi plans.
