The Republicans had two golden years (2017 and 2018) to pa fundamental, direction-changing legislation. Instead they did next to nothing.
As to the commerce clause, it should be not invoked at will, but only when a state specifically asks for help. If two states are perfectly happy with the commerce between them, then the federal government has no business interfering.
