Absolutely... Here lies the problem with this... A Governor will claim a rural area that needs it and then steal it to give to an urban area instead. It never goes where it is truly needed or where they claim they are going to apply it.

The problem is worse than that.

How about someone poor in a wealthy area? How about letting society reward those who can organize themselves to provide in demand services? Why should someone who worked years to get a business started pay ridiculous taxes as soon as it is profitable to subsidize someone who hasn’t put that work in? Not the business of government. Period. If someone lives in a “work desert”, that someone should move if needed to a more vibrant area.
