I don't think Trump can get away with having the military build the wall without fund specifically appropriated for it. As much as I would like to see him try, should it come to that, I think there would be too much opposition from Congress - from both sides of the "aisle."

I believe Trump could declare the wall a national security measure and use military and homeland security funds. I’m sure that would be fought by the illegal lovers on both sides, but it would be interesting to see who and how that would turn out.

5 billion for the wall, about .0012% of a 4 trillion budget. Illegals suck up about 18.5 billion a year in Medicaid alone not counting other entitlements. Nancy and chucks coin purse is being held on to much too tightly.
