That evil anti-American Islamocommunist is either totally ignorant about the origin of the 3/5 clause or is deliberately lying about it and wasn’t even called on what he meant by his remark.
For those of you who’re here and didn’t get the word in public skool, the clause was a compromise between the pro-slavery southerners and anti-slavery northerners who adopted the Constitution. The southerners wanted each slave treated as one man so they’d have a larger vote in the new House of Representatives, making it even easier to defend slavery. The northerners, OTOH, didn’t want to count any slaves, thereby reducing the number of southern Representatives, giving anti-slavery forces a stronger voice. Because both wanted the new Constitution, they compromised on 3/5 representation for the slave population.
