SOS needs to follow Florida law and certify results however the law states.
The much maligned Katherine Harris did just that in 2000 and others were forced to sue around it. She was on solid legal ground and she never suffered any legal consequences.

Addendum: Rewards those who broke the Constitution in the first place and helps them keep breaking the laws...kind of like telling cops to leave the bank robber alone for a few weeks so he can hide better.

“Caldwell’s campaign pointed out that on Election night with over 98% of precincts reporting statewide, his lead was over 42,000 votes, with fewer than five precincts remaining to report from Broward County.
The five largest precincts have a combined total of 33,000 registered voters, making it mathematically impossible for Fried to win the election, even if every registered voter cast a ballot and she won every single vote cast in the remaining open precincts.”
