Control OF guns guarantees killers with guns have a safe space to shoot without immediate concern they might be stopped.
Control BY guns guarantees killers shooting people will be stopped by the first, or second, or third armed citizen on the scene. If citizens are routinely armed killing comes to a screeching halt.
