Certainly the Florida AG does. I think that's one reason electing non-Democrat state AGs is considered a major goal in securing honest elections.

I think in serious situations, the USAG would have some responsibility to respond to complaints or improprieties if they were being flagrantly ignored down the chain. He might have to wait for response from the State Election Commission or FEC first. I believe FEC would only have a say because it's an office filled (starting in the 20th century) through a Federal election.
