I guess the law or norm he is talking about is this one:
“No person holding high public office may do anything remotely illegal unless they hold a membership in the Democratic Party, then they can do whatever they want and nobody is allowed to investigate it.”
I just made that up, don’t panic, Obama didn’t actually pass this as a law. :)
