Actually - back then it was their own government. Just like today.

Above is a VERY interesting link on what happened just prior to the “Shot heard round the world.”

The British militia of Concord and Lexington stored their powder in a common Powder House. The regular army marched in and took it six months or so before the war started.

The day after the regular army took it, the community council decided to form their own local militia. It was voted on and created. Pretty much all they did was take their “British” local militia and all the members said “Okay - we aren’t with them anymore - just for our community.”

In the article they say that if that local militia had still had its large store of powder, the British probably would have lost the Battle of Bunker Hill.
