Of course, Comrade Commissar Khrushchev had no responsibility - pure as the wind driven snow, so to speak. The reason Crimea became a part of the Ukraine, was that Khrushchev needed the support of the Ukrainians in his power bid after Stalin's death. So he threw them a bone by offering the Ukrainian SSR the Crimea.
