Was this policy signed by the President and then ratified as a treaty by a vote of two-thirds of the United States Senate? If not, then it is a suggestion, no more legally binding than my suggestion where California Attorney General Xavier Becerra can stick it.

Becerra was illegally appointed to the officde of Attorney General By Jerry Brown.
The California constitution clearly states that any AG MUST have a active law license within 5 prior years of being appointed. Bacerra has not had an active license for over 26 years.
He is a FRAUD.
ANYTHING he signs or starts or tries to do should be considered VOID.
Treaties are treated as part of the Constitution. Where is the treaty with the UN. If there is a such thing, does it say that UN decrees are laws of the US?
