The question is “Can any other judge or DOJ official overrule this judge’s decision on any number of grounds - i.e., national security re breaches of communications of government officials; the criminal/illegal leaking of govt documents to those who are not eligible to receive them; obstruction the course of an investigation; his refusal to recuse himself - i.e. he has prejudicial ties to the defendants, etc.?

WOW Judge had previously worked with Ohr, did not recuse and moved it until after election.
Who appointed that judge? Clinton or Obama?

The Judge assigned to the case admitted he previously worked with Bruce Ohr at the DOJ and delayed the release of Ohr emails to December 1st (after the midterms).
