Yes I heard they wanted built in protections including immunity. So give a few with hard evidence against the big players immunity. I’m confident they could easily lay a credible foundation of fear of retribution, reprisal, being fired, financially ruined, etc. So give them immunity.

2) While a good part of the FBI’s leadership is not conservative, that doesn’t mean the entire organization is comprised of the same. There are still a lot of good people doing a lot of good work;
3) There were people dying of post-9/11 medical issues long before any of the current FBI leadership was in place, before we knew President Trump would run for President, or for that matter, before Obama was even known outside a certain part of Illinois!
While the current FBI is led by people who seem too concerned with bringing down the President rather than focusing on their core mandate, I am not willing to paint the whole department with a broad brush ...including smearing dead agents that succumbed to threats effects of the largest yet terror attack.
