An actual “bombshell” would be if Hillary had done something legal.
This bundling scheme has been known for a long time. It violates the spirit, if not the letter of the law - since they get rich donors to contribute the maximum amount to the candidate, the national party and each of the 50 state parties all at once. The state parties have no limit on what they can contribute to the national party or candidate.
What is newly discovered is that they were sloppy and did not do the paperwork to show the money being distributed through the state parties up to the national candidate. Since they were taking the bundles in lump sums, to comply with the letter of the law they would have had to distribute the money out to the states and then collect it back up on the campaign level - flowing through the bank accounts and of course recording the donations in the state party filings. Oops!
