Further actions would likely take the form of economic sanctions, the official said, who added: “The pressure is going to keep up if we’re not seeing results.” ...The United States is also considering a fine against Turkey’s state-owned Halkbank for allegedly helping Iran evade U.S. sanctions.

The Turks double-crossed President Trump according to this:

This is where Trump and American muscle will stomp on the fingers of a chickenshit foreign strong man who pisses us off.
Erdogan is a blow-hard petty-tyrant. When he said “no” to this request, when the issue was small, he sealed his fate.
Another Asian dictator who just doesn’t get Trump.
Trump also knows that years of Erdogan’s corruption had put the Turkish economy on a precarious footing. He just kicked the supports.
I don’t know if the Turkish Army has the clout it once did, but don’t be surprised to see a coup in the near future.
The principal in the coup was Erdogan himself.
What is Turkish for “Night of the long knives.”?
I would be fine either with the pastor’s release, or Erdogan being strung up like Mussolini (preferably with his son and son in law)
Wow, its finally so refreshing to have a president that actually stands up for Americans. Look how many American Christians suffered hell in foreign countries (mainly Muslim countries) and Obummer just totally ignored them and partied on.
The sick man of Europe strikes again, and Turkey is in NATO? Close Incirlik and bring everyone home. Erdogan is a nut case—par for the course for being a radical Islamist.

On the one hand, he is a hostage they have taken, to trade for a political opponent of Erdogan’s, who lives in the US (Gulen).
On the other hand, there are other people in Turkish prisons, who may be part of the deal, but are not mentioned - people who worked in and for the US embassy in Turkey, at the time of the 2016 coup attempt.
Also, Erdogan has built an over-sized political image of himself as a strongman and a winner, for domestic political consumption. It is hard for him to climb down from a position politically (and perhaps psychologically).

Since the 2016 coup attempt, the NATO tenants at Incirlik Air Base have been looking for other options, and things have been gradually migrating away.
With the war in Syria against ISIS wrapping up, the near term US need for Incirlik is dropping big time.
If the conflict in Syria (as seems likely) takes an increasing focus on Syria driving Turkey out of Syrian territory they have occupied, then we might want to be out of the way, while Nation States are going at it. Turkey is operating outside of NATO by invading their neighbor - NATO is not on the hook for that conflict.
So Incirlik used to be the big stick that Erdogan could use to compel the US and Europe, but no longer.
