I do not think that President Trump refused to mention John McCain's name; there was no reason to mention it. The bill passed and is recorded for history as McCain's military spending bill. Why should McCain be mentioned? He may not have had much to do with it because of his ill health.
The bill may be influenced more by the Trump administration policies than by McCain's wishful thinking. The Pentagon budget office and the Joint Chiefs of Staff are the principal actors in the development of our DoD budget.
