The announcement that the US rejected a Russian-backed proposed referendum on eastern Ukraine came after Washington agreed to provide more military aid.
Ukrainian Government forces continue to clash there with independence-seeking pro-Russian separatists in a conflict that has killed more than 10,000 people.
Russia is accused of arming separatists in the east of the country.
Ambassador Anatov said President Trump and Russian leader Vladimir Putin discussed the possibility of a referendum on eastern Ukraine during their Helsinki summit.
In separate remarks, Ambassador Anatov said through an interpreter that the two leaders discussed several ideas but complained that Ukraine's government refuses to implement what a peace agreement that was signed in Minsk, Belarus.
But the White House was quick to reject the Putin-backed effort to hold a referendum in eastern Ukraine on the region's future.
Instead, the US announced it would provide Ukraine $200m to strengthen its defense capabilities. In a statement, the Pentagon said the funds would be for training, communications, medical, and other non-lethal operational needs.
The remarks also come in the aftermath of President Donald Trump's controversial summit with the Russian leader.

For somebody purported to be a puppet of Putin, Trump has to be shaping up as one of the worst ever in all of puppet history.
Trump needs to STOP listening to the Swamp in this stuff.
No country wants to lose territory, after all a state is a territorial monopoly that is maintained and controlled by force, whether for good or evil. However, Ukraine is in a difficult position and might be better off negotiating a deal.
I think Europe is still very tribal.
Does anyone here really care whether Russia takes over the Crimea and Ukraine. Do you want to go to War with Russia on this?
They should hold a plebiscite instead of a referendum.
Not controversial at all, except to the bed wetting media and the wigged out Leftists who clutch their pearls at the thought of Trump waking up each morning.
EU and America are supposed to defend Serbia’s sovereignty in Kosovo province.
And America should stop supporting Kurd separatists in middle east.
This can’t be a one way street.
What about the Kurds and other sunni Muslims in Syria and Iraq?
I am not opposed to the idea of a plebiscite. But, this can’t be the solution in places Russia undermines and not the solution in places that Russia and its partner Iran control.
I’d be o.k. with a plebiscite in the two most eastern provinces of Ukraine and with conceding Crimea, along with plebiscites in contested areas of Syria and Iraq. I could easily image a new Sunni nation or set of nations that extends from Georgia to Jordan. With roads, pipelines, etc., and trade agreements with Georgia and Jordan, this would be viable.
But.. but.. Trump is Putin’s puppet no?
Russia is an enemy.

Russia is just trying to get a seat at the table. They always have a chip on their shoulder. But I don’t see global dominance as their goal.
ISIS hasn’t killed/ invaded as many people as Russia.
Russia has been around a lot longer than ISIS.
But if ISIS had the resources that Russia has, you bet they’d kill even more.
Ukraine must not give up one inch of their soil. If pro-Russian Ukrainians do not want to live in Ukraine then they can get out and move to mother Russia where they belong.
Better yet, Ukraine should FORCE them out. When they are done they can tell us how they did it so we can do the same to the liberals in the USA.
