2- mentions there is a process for Mueller to follow if he wants to extradite/question any russians that have been indicted by Mueller.I read once that there is a mechanism for such extraditions, and that one of the requirements is that the alleged crime be something that is illegal in both countries.

The U.S. has no extradition treaty with Russia, so I don't see any mechanism for getting anyone back under any circumstances.* This would even include a U.S. citizen like Edward Snowden who fled to Russia.
* There may be exceptions in cases where the allegations involve persons from one country who are accused of engaging in a violent uprising against the government of the other country.

Well, whatever Mueller is alleging doesn’t even seem to be a crime in THIS country, so fat chance of that.
