Ahhhh, because they don’t broadcast. They are a cable network. No need for any government licensure.

I assume you're referring to a Federal Communications Commission issued broadcast license? Cable broadcasters, like CNN, MSNBC, etc, do have nor need to have a license as they do not broadcast over the air. Local TV stations must have a license as they broadcast over the air. The FCC can revoke your TV station's license but not a cable broadcaster's license.

I know it's confusing.
