Koreas to discuss recovering remains of fallen soldiers, 'removing land mines' in DMZ...

The two Koreas will discuss recovering the remains of fallen soldiers and eliminating land mines in the Dmz Zone during another round of military talks expected to take place as early as late this month.

They will also run a communication line among their naval ships in the Yellow Sea and fully restore western and eastern military communication channels, according to the agreement reached during Thursday's general-grade meeting, the first in more than a decade.

"In the follow-up military talks, (we) plan to focus on the issue of replacing the old communication line in the North and establishing a new one," an official at Seoul's defense ministry said on condition of anonymity.

"The construction work, such as installing optical cables and other equipment, would take two to three months," he added.

The official also noted that ahead of the construction work, his ministry asked the foreign ministry to check if installing such communication equipment would run afoul of international sanctions against the North.

"Should it be seen as infrastructure construction, it could be seen as an exception (from the sanctions)," he said.

Assuming it’s not a gigantic ruse on NK’s part, this whole topic is something I never thought I’d see. I’ve said in the past that the only way to deal with NK was to erase it. I was (seemingly) very wrong.

Keeping on eye on what the Koreans do between their leadership is significant for obvious reasons. It’s been “their” war and dealing with the aftermath for over 60 years and unsuccessful at even coming together. What we’re seeing now surpasses anything done in the past.

What’s also interesting is their was a slight disagreement on their first military meeting which remarkably Kim Un himself stepped up to the plate and squashed it encouraging them to continue despite this ‘bump’.... That was remarkable in itself.

Recovering remains of fallen soldiers has been an ongoing operation for decades..though stopping and starting several occassions. But clearing out the Dmz of landmines is news to me.... Between 1990 and 1994, North Korea turned over to the United States 208 boxes of remains that it had recovered unilaterally. Known colloquially as the “K208,” these boxed contained co-mingled remains and personal effects. DPAA has estimated that these boxes contain from 375-400 remains.

In 2007, North Korea repatriated the remains of an additional six U.S. military personnel, in conjunction with the arrival in Pyongyang of an unofficial U.S. delegation, headed by New Mexico Governor Bill Richardson

In January 2010, the DPRK proposed resuming joint recovery missions.20 The United States made no public response until August 2011, when the Obama administration announced that it had suggested resuming dialog on the issue.21 In October 2011, Robert Newberry, the Deputy Assistant Secretary of Defense for POW and Missing Personnel, met with his North Korean counterpart in Bangkok to discuss the resumption of remains recovery operations in the DPRK. These missions were scheduled to resume in April 2012. However, following the collapse of the “Leap Day Agreement” on North Korea’s nuclear and missile programs, the U.S. announced that the remains recovery mission would be cancelled.

In a 2014 statement published by the Korean Central News Agency, North Korea blamed the United States “hostile policy” for causing the remains recovery missions to end. The statement warned that remains of American soldiers would soon be lost, as they were being “carried away en masse due to construction projects of hydro-power stations, land rezoning and other gigantic nature-remaking projects, flood damage, etc…

According to high level defectors Kim has not been the one actually in charge rather the group in their governance who controls the revenue flow ‘the Organization and Guidance Department, or OGD’....It is Kim's fathers “old-boy’s network” made into a massive surveillance organization.

I believe very possible the execution of Jang Song Thaek [Kim Un’s uncle], and the poisoning of his brother was determined and carried out by the OGD...not Kim. Thus preventing him from consolidating his power.

(One defector stated how he saw the population in the capital city:

“One I will call 'the loyal class'.. This is the class that is invested, that has a stake in this continuation of the status quo, of oppression and surveillance and control.”

Consider the most rabidly loyal adherents to any cult religion you care to name. Such people do not, as a general rule, rebel against 'the public face' of that cult religion. North Korea simply created it "artificially" and positioned 26 yr. old Kim Un as the object of that mindless devotion.... Hence, the "faithful" accept whatever comes out of Big Brother's mouth, and those who question are labeled "heretic" or "infidel". ....

To the inner circle, it is not enough or too difficult to set up a system that is intellectually impregnable; they have enslaved their population's hearts and minds for decades until the last few years when information has steadily increased getting into the country.
