I'm convinced that Kim is fluent in English. He studied in Switzerland in a German language-based school; he reportedly spoke English at least some of the time when he met Dennis Rodman; and he reacted instantly when Pres. Trump made an awkward comment. However, a search finds reports that it is uncertain how fluent is his English. Bottom line: he definitely is at least reasonably comfortable with English.
