I was a contractor for years. I would say that your figure is on the low end. Maybe 35%. You have to understand, public construction is high end stuff. Where the private sector would put up a low-cost pre-engineered metal building, the government opts for high cost architecture. Granite and marble, that kind of thing. (Not their money, they want to build monuments). That kind of construction is always more labor intensive. 35% is probably low.
