In the waning minutes of the Louisiana Legislature’s 2018 regular session on Friday evening, Louisiana legislators gave final passage to the Commissioner Selection resolution (HCR 4) offered by the Convention of States Louisiana team!
The resolution provides for the selection and authority of commissioners representing the state when a convention is called to propose amendments to the U.S. Constitution under Article V.
This resolution (and other similar resolutions already passed in several other states) means a runaway convention is impossible.
This resolution says Louisiana will send five commissioners (aka delegates) to the convention, all selected by the state legislature. Three alternates will also be selected in the same way. Citizen representation will be included, because at least two delegates may not be members of the state legislature.
The commissioners from Louisiana cannot be federal government representatives, because no person will be eligible who is a member of Congress, an employee of the United States, or an employee or other representative of a contractor with the United Sates. Additionally, any Louisiana elected official holding a statewide elected office is not eligible to be a commissioner.
The resolution also provides for legislative control over the commissioners. The resolution specifically establishes “the duty to abide by instructions established by concurrent resolution of the legislature for participation in the convention.”
Prior to the convention, the legislature will, by concurrent resolution, provide written instructions to the commissioners and alternates regarding the scope of matters they may consider and vote on at the convention.
There resolution also says a Joint Legislative Committee shall be selected by the legislature to supervise the commissioners during the convention and will have the ability to recall any commissioner who acts outside of the legislature’s instructions.
The commissioners will have no authority outside that given by the state legislature.

Long time since any progress on this.
The Commisioners will be some of the LA State Legislators buddies, and some friends with state contracts. They will ensure that the NGOs, and extras are fully funded with taxpayer dollars.

I wouldn't count on that. I mean our government was setup to mitigate the elements of corruption and look where we are at now?
It's not so much as qualifying who should go to the Article V convention. It's all about limiting the Article V convention to pre-approved topics.
Until I see that, it will always be a boondoggle for me. I will always see the first, second, fourth and Fifth amendments being changed to the public's detriment and jeopardizing our freedoms.
The Article V convention started out on the issue of amending the 17th amendment. Vis-a-vis how Senators are chosen. Why can't it be limited to the 17th amendment and issues therein?
Yeah, the “steady as she goes” Article V naysayers can thank themselves for the coming demise of our republic.
If you put a list together of the Top Ten Reasons we are losing our Republic, the lack of an Article V Convention would fall around the 100 mark. Hell, I'd put more faith in the outcome of full out civil war than to let our current criminal class of politicians come any where near 'modifying' our Constitution. That would be stupid on steroids.

Mr. Marcus (quote above) is no one special. He is one of many “do nothing” proponents around the country opining on an Article V Convention. I say to the “Mr. Marcus’s of the World”...……….”uh guys, we have a DISASTER NOW”. Soon, we will have anarchy to prove it along with open revolution in the streets, gunfire and all. So, your “do nothing” approach is not very encouraging to those of us who support an Article V Convention.
Amazingly, so called “legal scholars” are constantly mixing up an Article V Convention with a Constitutional Convention. Until an individual understands the differences between an Article V Convention and a Constitutional Convention he or she should not opine on the subject. The differences are as fundamental as Orville Wrights plane and an F 35.
I just noticed this in COS email. Great news and doing my happy dance.
I also got an email from Ted Cruz this week. He is supporting an Article V Convention also. Ted gets a lot of negative press. He has a pretty prickly personality and does not meet presidential qualifications but I believe he is on our side in most issues.

Only an Article V COS can reverse the first and foremost reason we are losing our Republic: The 17th Amendment.

That is where I disagree w/COS. Nothing in Article V nor the Philadelphia or Ratification debates supports the idea that the applications, or congress, or scotus, or whatever limit the topics of a convention. The COS is limited by the state commissions and nothing else.
