5+ decades ago, I had a TS\SCI clearance based on a SSBI and left my Naval SecGrp Reserve unit when my enlistment time was full filled.

I was told that my TS/SCI clearance would go inactive (think of it like a light switch). It was ‘off’ but still there after I left my unit.

Also, I was told that in 90 days in case I changed my mind and re upped in my NavSec Grp, or I could get a job with the government, in a billet/position that required a TS clearance with minimal administrative actions.

They actually could just turn it back ‘on’ up until the expiration (5 years from the SSBI Adjudication Date for TS and , 10 years for S).

If I had decided to reup and return, they might have run a credit check and arrest check on my wife, and I.

I might have had a soft interview to confirm things after the above minor checks had been done.

My reserve assignment was recruitment. In 3 years I probably did 3 to 4 soft interviews with NavSec Grp guys wanting to return or ASA guys wanting to get into the NavSec Grp.

So unless things have changed. President Trump or Kelly probably can’t cancel a Security Clearance unless some hard evidence showing criminal behavior was documented and there was good reason to cancel TS or secret Clearance.

TS Clearances are very expensive and timely to do properly, and they shouldn’t be cancelled revoked without documented reasons why.

Having said the above, There is no need for any Obama/Clinton person to have any need to know once they left their offices/jobs.
